How is Virgo and Scorpio the same sign?

Both their astrological glyphs start as M’s, yet Virgo ends crossing into itself, and Scorpio ends as an arrow pointing up. How is it that they’re the exact same thing, but two different things? What is your reason why astrologers made them into two different signs?
