Is applying for Grants a fraud?

It is rumored that many companies put out offers for Grant money, but have already chosen the receiver, but because of the legal requirements they still have to run the application for grants. I have been told by a lot of people that it is a waste of time to apply for grants.

It’s not a waste of time with ALL companies, but I agree with the idea that grant distributions are mostly pre-determined by the certain companies, and that they are “going through the motions,” to make themselves appear “legal & legit.”
