What is the difference between normal and active VR on a NIKON lens?

Normal is normal ie same characterisitcs as a normal lense

Active VR mechanic vibrations are sensed by the lense and compensated for resulting in a less blurry image.

Yep, stabilization system of the lens itself. It allow you to take pics two or three speed slower than without stabilization.

I mean the Active-Normal Switch ,not the on-off. On a Nikon VR lens there are 2 Switches.
OFF-ON & Active-Normal.

Ok, according to Nikon the Normal VR is just that if detects and helps reduce blurriness from slight movement weather hand held or on a tripod. Active VR reduces vibration when pictures are taken from a moving vehicle or other similar situations. There is a lot more detail on the Nikon site.
