Why is NYC banning non-permitted video recording?

From what I could find from Google News it seems like more fear of terrorism bullshit. I found a few articles stating that NYC had reversed its decision at the last moment. So nothing has actually changed.

umm excuse me. Terrorism? Video taping is terrorism? What? The powers that be probably just dont want evidence of their sloppy job this time around.
