Who is in Charge of Global Airline Safety?

I know the FAA regulates U.S. carriers but are there civil aviation authorities throughout the world who also manage global aviation? I came across a company (LiveWire) that provides electrical circuit tests for commercial airplanes – so who decides to implement new safety features such as this and others? Is it solely up to the government of the country? Does anyone know what role the International Civil Aviation Organization plays?
