I am reading up and some states require users of biodiesel to pay a road tax per gallon/litre of DIY biodiesel-which seems to be ridiculous and counter-intuitive to the concept of conservation…

I’m doing research for my next car and am looking into the possibility of purchasing a diesel car and converting it to accommodate biodiesel; do you know of any resources that might describe state or federal taxes for those who wish to produce their own biodiesel?
