Any good sites/ways to freely design a "latest news widget banner" thats like on WhiteHouse.gov?

It seems many good sites now have a dynamic moving banner on the front page with their latest news or a picture and a caption, a big example might be the front page of WHiteHouse.Gov. Not just an RSS feed but a nicer flash looking one. Are there any good sites or ways to design this?

They are using jcarousel. It is a jquery plugin.

Any good widgets out there that are easier than changing the code every time?

Well, it depends on the source. If it is a RSS feed you could parse that. Or you could write a back-end and use a database to update it. That is actually easier than it sounds.

But really, it depends on the source of the data.
