What does it mean when you dial a number it rings and then goes busy?

A potential client left me a number to return his call but every time I try it I either A get static or B I get a busy signal or C it rings and then becomes a busy signal.

Are you ringing:
A mobile or landline?
Are you calling the same country?
What country are you in?

Answer the above and I can advise.

Hi! I don’t know if it is a mobile or a land line. My guess is mobile. It is a local number. USA.

They Refer to that in Telecomunication world as a ‘Wave off’
Why it happens- usually means a down circuit or misdial, but only a guess here.
