Surely that depends on where you are located.

Now I was going to say the military, but that is probably not what you had in mind, and besides @gooch sort of beat me to it (the Navy, the Coast Guard and the Marines also fly helicopters).

Do you know any helicopter pilots? Have you tried asking them about where they got their training? That might be a good place to start.
