I don’t know about best, but I really like CyclePho on Broadway, Capitol Hill. My favorite dish there is #19.

The common answer to this seems to be Thanh Brothers, but honestly, I’ve had better at some small, hard-to-remember-name places on Capitol Hill and in the U District. Plus, after at least a few screaming headaches, I found out Thanh Brothers uses MSG.
