is there a protocol to soliciting local art galleries to exhibit your work? do you need to be established in some fashion before getting a show? or is it just a matter of being friendly and persistent?

Every gallery is different. The best thing to do is ask them for submission guidelines. There is also book that will list galleries and how to submit ( the artist’s market )

I believe great art is your ticket. Place yourself in the gallery’s shoes. The art should speak louder than any networking trick.
