How does one use a laptop chill pad properly?

I have a laptop chill pad, the kind with fans in it. It has a cord that attaches to the laptop to run the fans.
Do I use the chill pad when the laptop is plugged in or do I use the chill pad when the laptop is not plugged in and working on its battery?
Or, do I use it in both instances?
