Seems like there is never anything in it. What’s it’s purpose, and have you ever seen content in it?

I believe it is only used in DVD Audio disks. http://en.wikipedia.org/wiki/DVD-Audio

It isn’t needed on Video DVD’s but some really old DVD players require one to be present.
