Is there an app that I can use to make my itouch go off and not be able to use till a certain time?.

I get seizures. If I don’t get enough sleep I will have a seizure. I like to play on my itouch at 10 pm till almost 11.

nope, sorry thats not in the magical walled garden limits of appstore apps!
But there are tons (like 2) ap for this on jaibreak! buth that could get nasty

It’s called self control. If staying on your itouch too long at night is causing you issues, pry yourself away from it and turn it off. Simple.
