What are the main components in getting a 2 hour delay?

As far as delaying the actual starting time of classes, I haven’t heard of any schools doing that. That may be because I live in Chicago and snow is an everyday occurrence during the wintertime and the public schools are very skimpy when it comes to snow days and the like due to the students who won’t be able to receive free/reduced lunch.
