  Whether you can edit grub.lst depends on your version of Ubuntu; since version 9.10, a new version of Grub is used (unless you upgraded from a previous version) which uses different configuration methods. You might also have installed Grub on the same drive as Ubuntu, so when you format your drive you also remove the bootloader. In any case you’ll need to install Windows’ bootloader, which is probably described in @the100thmonkey‘s link.

  @Thammuz‘s suggestion is a hell of a job (you can just copy the files from /usr/share/themes/<theme name>) but if you do it, make sure to share it yourself. And yeah, gnome-look.org has a terrible design.

  Where can I download a different-color version of the Humanity icon theme for Ubuntu/Gnome/GTK2 Linux?

  Perhaps you could find someone that could write a script that would recursively read through the directories of the theme and runs some ImageMagick or similar command on it that will colourize it to blue. Though then again that is probably too drastic. You could search gnome-look.org to see if someone has created alternate colour versions of it like with the Shiki (or GNOME Colors) icon themes.

  When a website has a big makeover are you the first to jump in and use it or do you like to stick with the old design?

  I do often try the design right away, the only site that’s been letting me down hitherto is Wikipedia (sign up/login and switch to beta, it’s terrible…).
