Where can I create a late 90s, early 2000s online radio?

I really like pop/Top 40 music from the late 90s and early 2000s. Whenever I try to assemble an online radio station for this kind of music (and I’ve tried Pandora, iTunes radio, Last.fm, the whole nine yards), it splits me into either “90s Music,” which usually means early 90s rap with some 80s throwbacks, or “Today’s Hits,” aka stuff you hear on the radio right now.

While I’m not averse to early 90s and current music, it’s not what I’m looking for. Do you have any ideas, tips, foolproof plans to nail down this kind of online radio station?

iTunes Smart Playlists let you specify Year. So you could say greater than 1996 and less than 2005, for example.

This would limit you to songs on your computer. There are ways to stream your iTunes library, but I haven’t messed around with those.
