Absolutely. The author of the Eragon series was a teenager when he started.

Absolutely. I should say that it is hard for anyone to publish a book. Generally speaking, an author has to write a few novels before they crank one out worth publication so very few manage it when they are so young. You might find it easier to smart by biting off smaller chunks. Writing a column for your local paper or submitting a short story to a regional or state magazine is a great way to get credentials while getting practice.

Publishing a novel is a very depressing experience for most people and it takes a lot of effort. Your ego will be tested and you will have to deal with a lot of rejection. Even great authors usually have to spend years collecting rejection slips before they actually manage to publish a novel.

That being said, there is no way to get there but to start walking now. A wise man told me early in my career that the best way to go about it is to write (and rewrite and rewrite) your novel, then send it out with the goal of collecting 100 rejection slips. Be critical of your work, but remember that even a great novel will likely be rejected many times before it is accepted.

I should note that some genres are much easier to publish in than others. Romance novels tend to be the easiest for first time authors.

Good luck.

The youngest published author was about eight years old.

Another thing to consider is self-publishing. I know that digital distribution channels like the Amazon Kindle store have tools online that allow you to upload and publish your book for purchase on e-readers. While not as nice as having a printed book, this could still mean people can read your work, you can make some money, and it is a quick and free way for you to get a start in writing professionally…

Self publication might be the way to go. Of course anyone can publish anything – whether or not it’ll be printed upon the thousands depends. But definitely go for it. You could also go through Barnes and Noble or Borders. Those are the only options that I know of that could possibly work.

What is your novel about?
