If I download an application on a mac. Will the other users on mac be able to use application?

Yes, unless you put it in Macintosh HD >Users > [YourUsername] > Applications instead of Macintosh HD > Applications.

Macintosh HD > Applications is the default. All users see these.
Macintosh HD >Users > [YourUsername] > Applications is only for your apps.
