If you add a new line to a Verizon family plan (without a new phone) do you have to get a new contract?

So, I added a new line to a family plan in May, which costs 9.99 a month. I activated an old, used phone we had already in the house on the new plan. Now I wanted to upgrade that line, and apparently I have to wait until November 2011 to upgrade. Did the person do this wrong? We did not buy a phone with the new line, we just bought the line for 9.99 a month, and activated a phone we already had. There shouldn’t have been a new contract, should there have been? Please help.

Check your contract that you signed in May ( Yes they did it right ) Your added line is not the issue but I think your main phone was set to every two years ( 20 months ) which would be about February 2009 contract origination.
