What do you do to replant a pot of daffodils or hyacinths, do you let the soil get dry?

I have two potted plants, hyacinth and daffodils given to me
for my birthday. Now that they have bloomed, what steps do I take to be able to plant them outside? Do I keep watering them or let
the soil get dry. When can I plant them outside?
