Is declared value fee the same as insurance for Fedex and UPS?

I went online to compare shipping cost for an item between USPS, Fedex, and UPS. I want my item insured for its value, $2,000. On USPS you simply declare the value and pay for insurance. On UPS and Fedex you declare the item’s value, and it adds a fee, called the Declared Value fee. Is this the same as insurance?

That figure is used to calculate insurance as well as for customs if it’s an international post.
