Can you tell me what is this documentary about development solving conflicts?

I saw it about six months ago on TV. It explored the correlation between investment in development, and the reduction in conflict. I would really like to find it again. If you know, or can ask around, I will really appreciate it. Thanks!

Also do you happen to know of one that was about Afghanistan money going to palaces instead of schools? Or was it Iraq?
