Where is the best place to get an unsecured personal loan for debt consolidation of around $19k?

Help! Her credit is perfect, and if she got approved, her monthly payment should be around $200 less than everything she is paying now combined. However with no house and this amount of debt she can’t get approved at our local credit union. Any help or suggestions would be appreciated.
