How can I get rid of shopper reports on my computer ?

There’s is this annoying pop up that won’t go away. I don’t know how to delete it. It’s an annoying pop up. I tried to go on control panel, but I can’t even find the add/remove icon anymore to delete it. What should I do? Can a pop up blocker fix this?
