Why do ads work in internet videos when the video itself doesn't work?

My computer said that shock wave crashed, but the ad before it worked fine. What gives? Has this ever happened to you?

More than likely the website holds a box that generates and ad an gets and loads the video in the box. If the video file is missing but the box file is not missing, the website loads a box, that loads an ad, that then tries and fails to load a video.

Ads playing = revenue raised.
Videos playing = costs incurred.

Which of these would a greedy website owner focus upon?
