How do I make a website similar to www.20q.com?

I’m trying to make a troubleshooting website that uses simple questions to help the customer find the problem and fix it (such as to fix internet issues, etc). It’s like a flow chart, but only displays one question at a time.

The closes thing I’ve found was www.20q.com. Is there a way to make something similar? Do you know of a template?
