Does anyone know this movie and its title?

I am trying to find the name of this movie, but I don’t have much to go on other than remembering some of the details. I saw it on t.v. about 20 years ago, when I was a young teen. It’s about a circus troupe of midgets (small people) who get into all sorts of risque and troubling situations. It was mainly a comedy, and I believed the midget actor Billy Barty had a small part in it (no pun intended). I think the title had the words “circus”, “small people”, or “small world” in it, but I’m not sure. I remember a scene where Billy Barty or some other midget actor gets into a bar fight with somebody else, but that’s all I remember. I can’t seem to find the name of it, even by Googling. The movie was made in the 1970s.

of course, the most popular movie midget was not Billy Barty. It was Tom Cruise


It wasn’t “Time Bandits”. I remember that movie. And it wasn’t “Clown Alley”, because this movie was definitely made in the 1970s or early 1980s. I don’t think it was “Freaks” or “Under the Rainbow” either, because the movie took place in present-day America.


@nyboy718 It may be Punch and Jody, but I’m not sure. Have you seen Punch and Jody? If so, is there a scene in a bar where little Billy Barty gets into a bar fight to rescue a woman? That’s about the only scene I can remember in it.
