"Gang-Stalking?" Reality or fantasy?

In my online research, I have come across something called “gang-stalking,” which sounds rather horrific until you read some personal accounts. Then it seems more like a tailor-made scenario for paranoics. Is this a legitimate complaint, or should we buy the so-called “victims” a tinfoil hat?
