Why do so many anime series just stop?

Pretty basic question, out of the many, lets say 10 anime series I have seen, only 2 or 3 have had a real ending to the story or a good reason to end. A lot of them just stop dead with a huge amount of potential, like the most recent one I’ve seen, Full Metal Panic.
Ghost In The Shell ended well, and Rideback ended understandably but FMP just stopped even though the manga is apparently ongoing, and lots of other series have done this too.
Why do they just cut off the stories with so much left in them. It really sucks.
