On a syllabus, which day should have the readings – a) the day the readings are due and should have been read by class time, or b) the day you should read them in order to be prepared for the following class?

The day for which the readings are relevant to the lectures. College students are adults and can decide how to prepare for themselves.

Example:

4/3/2012: have read Gadamer, pp. 1–27
4/5/2012: have read Gadamer, pp. 28–45

And so on. That’s how most of my professors do it and it’s really effective and clear.

I agree. The day they must be read for.
