What's the significance of this shield or coat of arms?

My dear friend bought a secondhand desk and this necklace was in a drawer. The pendant itself is about 2½ inches tall; with a field of blue, red, and gold; and on the field are a gold crown (blue part) and a gold fleur-de-lys (red part). There is an eagle above the shield.

Is this a coat of arms, or something military? Does anyone know how we can figure out what this is?
