Where are people designing the cute cartoons that have been popping up on Facebook?

I keep seeing cartoons, usually with pictures of vintage women with cute little captions. I know there must be a website or an APP where they are designing them. They come from all different places.
Do you know where they are getting them? Do you know of any place to create captioned pictures or cartoons that’s free?
