What is the best online investment institution?

I would like to open a Roth IRA, but i don't have 3,000 up front for the minimum initial investment. Anyone know an investor with a lower minimum start up?

I don't really know much about investing, but I'm pretty sure ING has Roth IRAs with low minimums - the last time I checked, it was somewhere around $250 for the initial investment. Don't know how good their IRAs are, though - anyone had any experience with them?
