How to fix external hard drive?

When I plug it in it makes a noise showing it has been connected but it doesnt show in my computer.

Some times it does show but when I try to format it, my PC always freezes

External hard drives are notoriously vulnerable to failure in the USB/disk-controller electronics.
Usually the hard drive inside is okay.
You can test this theory by taking it apart, remove the hard drive and plug the drive into something like this adapter.
Four out of four failed external hard drives that I’ve tried worked when I tried that.
