From personal experience, I would imagine all men have the capacity for both short and long distances.
For me at least, faster stimulation that is maintained during orgasm results in a faster shot. With slower stimulation or stimulation that is interrupted during orgasm resulting in a slow one.
Also, if the erection has no resistance put on it, pointing upwards, then it will tend to be a slower one, but if the erection has resistance put on it and is made to aim downwards it will result in a faster one.

It has to do with how long it has been since the last orgasm, among other things.

If the position you are using allows the erect penis to point up freely in its default mode so to speak, that is what I would call no resistance.
However, if the position you are using has the erect penis pointing more downwards, so that it wants to spring up in to its default position, that is resistance.
Risk of pink eye = no resistance.
Risk of athletes foot = resistance.

Speaking from personal experience, I’ve covered more distance with greater anticipation/arousal, such as a first or second time with someone new or the first time I got blown or the first time I went V2M. One pretty reliable way to get there for me is to get into an epic jerk session of an hour or more and end with a single orgasm. You can also create some artificial help by timing contractions and squeezing shut the urethra (to build pressure), but that takes some lucky timing.

For me, it’s a combination of what’s been mentioned. Longer stimulation time + longer time since last orgasm = farther “range”+ more intense orgasm. ;)
Age, also has something to do with it.
As does viscosity.
The distance varies immensely each time. As far as I know there isn’t a guy who only shoots distance or who only “sputters.”
