And even if you did – the US government will still consider them cigarettes and try to control the sales and shipment of them without taxes being paid.

you’ll have to search for tobacco stores locally, there’s likely somewhere nearby that does. Just use google maps

I used to like picking up Dunhills and Camel Rares on occasion, only available at shops like that
