Is there a way to go around this iTunes restriction?

My cousin who works in Saudi Arabia could download free stuff from iBooks but can’t use an iTunes gift card without opening first a credit card issued here in the US. Any info on how to possibly go around this would be very much appreciated. Thanks!

Let him use someone else’s card and pay them back. I don’t think there is another way around it.

They look at our IP address and confirm credit card issued country, use someone else’s card.
