Reusing ground glass in roads: safety, efficacy, longevity wise?

I was reading a local article on future plans to resurface roads. The city is planning on using ground glass as a sublayer of the process instead of appropriate grade of rock particulate.
Don’t get me wrong reusing is a great idea, but there was no mention of data on longeviety, or long term testing.
I was just wondering if this a commonly used method, or if there was any unforeseen troubles as far as wear and tear or stability or environmental concerns. Keep in mind we have freezing regular scraping graveling and permafrost issues.
