Dog spray is essentially pepper spray, right?

I’m Canadian and someone was murdered a few blocks over. Petite female (same as me). They’re not sure who did, but folks are speculating a random perp. Anyhow, pepper spray is illegal in Canada, but “dog spray” is fine. Is it the same thing?
