What are the skins functions in dermatitis?

I understand that the skin has 3 layers; epidermis, dermis, and hypodermis.

When dermatitis hits what happens to each layer of the skin?

(For example, does the inflammation start from the hypodermis? Is histamine released from the dermis? What does each layer do in general with and without dermatitis?)

*Sorry for the sloppy question, but any information will help.
