What book is this?

I’m trying to remember this book that I read when I was younger. It was about changlings, and a boy who is taken by a clan of changlings. The book is all about the life of both the kidnapped boy and the changling who takes his place, and is told from both perspectives.

I know it wasn’t part of a series…. I seem to remember that the changlings gets really interested in the human life he left behind, and tries to look up his family roots in germany. There’s this whole structure that dictates what changling becomes what human, and that a stolen child must stay with the changling clan for so long before he can reenter society.
