How do I leave certain cells in an Excel spreedsheet unlocked so that other users can modify them?

This is ridiculous! OK, here’s how far I’ve gotten.
1) With the sheet unprotected I select Allow Users to Edit Ranges
2) It comes up with a dialog box that says “Ranges unlocked by a password when sheet is protected.”
3) It names it Range 1
4) I hold the ctrl key down, and click on the cells I want users to be able to access. I watch it list those cells.
5) I click “apply” then “OK.”
The dialog box disappears.
6) I protect the worksheet.
It doesn’t work. I’m only able to access one of the cells I selected (Which happens to have the name “Auggie” in it!) The rest of them stay protected.

WTH am I missing?

I wonder if the fact that the cells I’m trying to leave unlocked are merged is part of what is creating this problem…?

Well, in excel 2013, you can try the following:
-select the cells you want to unprotect
-right click -> format cells
-go to tab “protection”
-unselect “locked”
