How many people would respond to a question without answering it?

When the op puts a request that the question be answered, then the number of people who would not answer the question is lower, but not zero. There are some users here that take great delight in non answers.

The acutal number of people responding who do not answer varies, but ranges from one to a dozen or more. It partly depends on how vague the question is.

Between 11 and 87 people, depending on the OP, the phase of the moon and the garble factor.

You could take a poll of the most frequent questions asked here on Fluther, and even categorize them into “General” and “Social” and come up with a response.
By the way, by asking this question of how many people would give an actual answer, and then requesting that we don’t not answer the question, you’re setting yourself up for only one set of answers, thus invalidating your original question.

What I said was do not actually answer the question just because not answering would add to the question; if you never intended to answer the question but merely make a comment, I am saying go ahead and make your comment, don’t feel obligated to answer simply to invalidate the question. ;-)
