For the most part, is the system set up to keep the poor, poor and the rich, rich?

Watching a news show last night 16X9 they were showing how large corporations were using off shore tax havens and getting away with it, and the Government doing nothing about it, and cheating the Government out of billions of dollars in tax revenues, but that same Government would be relentless about going after Joe Blow working man for a grand or two, so is the system set up to keep the poor, poor and the rich, rich?
