Should female minors (under 18) be given SSI, or some other state support for their remaining lives because they were abducted or used for sex in any way?

While reading through this thread here, I got to thinking, the pundits (at least in the US) seem to indicate whenever a minor (under 18 as a constant for this question) is kidnapped, abducted, or simply used for sex by a coach or family member by guile and deception, they become psychological train wrecks and damage goods, unable to live out a normal life; that they are forever scared. If that is true and they are going to suffer lifelong PTSD, or some other mental disorder because they were introduced to sex before being 18 years of age, (by violence, or not, by force or by plain trickery notwithstanding), shouldn’t they be given lifetime government aid and section 8 housing?
