Where do I access device storage on an android cell phone?

It says attachment copied to device storage?

Where is this and how to open the file and view it from a laptop?

If you didn’t choose a location, it is in your “download” folder. Use your file explorer on your phone or just plug your phone into your laptop. It just shows up as a flash drive. Browse to that download folder.
