How do I rent a car in Vancouver if I'm not 25?

I’m 21, planning a vacation to Vancouver in several months, but when I try to book a car with a hotel through http://hotwire.com and the like, it requires the driver to be 25. However I see when I google that there are rental places that have a lower rental age (like 21). Does anyone know for sure if a 21-year-old can rent a car in vancouver, BC, and have any recommendations, for brownie points?
