Is there a website that is expected to send auto reply but it is not anymore?

Let’s say CDC, or any org. /company that is big enough to send auto reply. if you don’t get an auto reply what does it mean? Technical problem, or other?

I have never had a website auto reply unless one submits a form with one’s email address, in which case, is it an “auto -reply”?

I have gotten auto reply whether I sent the email from my account or use their contact us form -if that is what “form with one’s email address” is.
