How could something like this even happen?

The main story is a woman finding her daughter after 8 years, but toward the bottom there is a side story of a judge ordering another girl, who happens to have the same first name as the missing daughter, to go live with the woman. It wasn’t even her daughter! She has since been reunited with her real family in Mexico. How could that even happen?
